In 2011 the Presbyterian Church(U.S.A.) accepted a complete revision of its Form of Government. Neal Lloyd, a member of the Task Force that prepared the revision, reviews the 20 year process that led to its creation and offers commentary on the issues involved.

Neal Lloyd's "The Road to Revision" is a gift to Presbyterians seeking to understand the proposed nFOG [New Form of Government]. LLoyd participated in much of the thirty-year process leading up to the present proposal, so he has experienced how it came to be. Neal's candid report tracks how various studies have led to the proposal now before the presbyteries for their vote. Neal's style is conversational and candid. His pastoral experience at all levels of our church qualifies him to report on the swirling conditions that led up to this "opportunity."

The first five chapters offer Lloyd's understanding of the dynamics that made revision necessary. As an eyewitness, he candidly offers analysis of the forces at work since the reunion of 1983 which combined to produce this proposal. His style is storytelling, conscious that he was a participant, yet convinced that the work needed to be presented from his perspective. If one has known Neal, one can almost hear him talking.

Part II tracks how the sense that the Book of Order needed to be revised emerged beginning inn 1996. The process took many twists and turns, including formatting proposals, some of which didn't work. Finally, in 2007, a nine-person task force was authorized, which has produced the proposal now before the presbyteries for their positive or negative vote.

Part III is Neal's discussion of the contents of "The Proposed Revision." His discussion here is crisp and candid. For many presbyters wondering how to vote, these pages offer numerous insights on the impact of changes, many of which have been noted as issues. Neal's view of these is clear, often including why in his judgment these are helpful and/or necessary changes.

A delightful book on polity! That may sound peculiar. But not reading this book would be to miss major insights. I found it helpful. Read on Kindle, I'll buy for my library.
